Graduate of the Public business law Institute (IDPA) (2002) and of University Paris I Panthéon-Sorbonne with an in-depth studies degree (DEA) in public business law (2000) and a diploma of higher specialized studies (DESS) in economical public sector law (1999), Elias has started his career as a paralegal in August & Debouzy law firm (2001), then as an associate lawyer in Lafarge Flécheux Campana Le Blevennec (later Flécheux & Associés) law firm (2002-2005), before he joined the public law department of De Pardieu Brocas Maffei law firm as associate (2005-2013).
His expertise covers public contract law (public procurement contracts, concessions, public-private partnerships…), economical public law and competition law. He also intervenes in regulatory (including energy and telecommunication regulation), in state aids and in public ownership law. He equally alternates between counsel and legal representation, especially in front of administrative courts.
